configure: new option --enable-gcc-warnings (Bug#11207)

* sed1v2.inp, sed3v2.inp, sedlibmk.inp: GNULIB_WARN_CFLAGS,
WARN_CFLAGS, and WERROR_CFLAGS replace C_WARNINGS_SWITCH.
